To answer your question: That depends on the view of the people living in a time zone. They might either find the effort of disabling the time change on all automatic clocks bigger. Or they might find the effort of changing the manual clicks bigger. But yet, this is an open question for an opinion. I think the goal of this platform should be asking for a solution to a problem.
